Televised CIA software?

In many movie we all have seen special CIA software to track (referred to recent movie, Bourne:ultamtium) is there a software thats so precise to were they can find you in a minute, or is it fake? And if its fake, who creates that stuff, and why isnt it for sale for entertainment purposes
