Who ended the unfair treatment of women in ancient China?

I'm doing a bibliography on women's rights in china. Its titled debate&diplomacy in History: Successes failures and consequences. I need to know who was the person who banned the unfair and harsh treatment of women in China.Also was that a success or a failure? Meaning, did the person's attempt at stopping the unfair treatment work? or did they fail?
