Can a non-custodial parent move the child out of state

A non-custodial parent wishes to move the child out of state. There is a court date in 2 weeks to determine this. The custodial parent can prove that the child has improved in school since living full-time with the custodial parent. Has anyone heard of a non-custodial parent who was granted permission by the court to move a child out of state? We are in CA.
