If you could create a new 'Star Trek" series what would it be about?

I'd make it about the civilian people living and working in the federation.A small transport ship going from base too base and planet too planet.As we meet the crew we learn the Federation requires that each ship must be licensed to work but the captain knows that in some places if you have any connections with the federation your dead.So him and the crew runs a thin line trying to do his job and not get killed.What do you think about it?Whats your idea?
